Karen Kerr is a longtime Plant City resident and community leader whose family has called Plant City home for more than 30 years. She holds a Master of Business Administration and a Bachelor of Science in Nursing and has spent more than three decades in senior leadership roles, overseeing large teams and complex operations with a focus on accountability, fiscal responsibility, and results.
Throughout her career, Karen has been trusted to manage significant budgets, lead diverse teams, and make thoughtful, disciplined decisions. She believes strong leadership requires transparency, careful stewardship of taxpayer dollars, and a commitment to responsible governance.
Beyond her professional career, Karen has devoted years to serving the community she loves. She has been actively involved in the Plant City Chamber of Commerce, Rotary, and the YMCA, and she is a member of First Baptist Church of Plant City. Her involvement reflects her belief that strong communities are built through service, faith, and local leadership.
Karen is running for Plant City Commission, Group 3, because she loves this city and wants to protect its future. She is committed to supporting law enforcement and first responders, managing city finances with fiscal discipline, encouraging smart and thoughtful growth, and ensuring local government remains transparent and accountable to residents.
What are the top three issues facing the city right now?
The top issues facing Plant City are managing growth responsibly, addressing stormwater and infrastructure needs, and protecting our overall quality of life. We must ensure roads, utilities, and stormwater systems are keeping pace to prevent flooding and protect neighborhoods. Public safety remains essential to maintaining safe communities. At the same time, families are feeling financial pressure, so the city must practice careful budgeting. Growth should strengthen — not strain — the character, safety, and livability that make Plant City such a special place to call home.
If elected, what would be your first priority in office?
My top priority is protecting and strengthening Plant City’s quality of life. That means I am not a single-issue candidate — public safety, infrastructure, stormwater management, and fiscal responsibility are all connected. I will focus on carefully managing the city’s budget, reviewing long-term commitments, and ensuring taxpayer dollars are directed toward core services that keep neighborhoods safe and well-maintained. Thoughtful leadership requires balancing today’s needs with tomorrow’s responsibilities so our community remains strong, stable, and welcoming for generations to come.
What is your position on property taxes and city spending?
Families and small businesses are feeling the pressure of rising costs, and city government should not add to that burden unnecessarily. Property taxes alone are not enough to cover major expenses like public safety, and only about half of the city’s operating budget comes from property taxes. A portion of property tax revenue is dedicated specifically to roads and infrastructure maintenance. I support disciplined, transparent budgeting and careful oversight to ensure taxpayer dollars are managed responsibly while keeping Plant City financially strong and focused on core services.
What steps would you take to improve public safety?
Public safety is essential to protecting our quality of life. I will support ensuring our police officers and first responders have the staffing, training, equipment, and resources they need to serve effectively. That includes responsible long-term budgeting to remain competitive in recruitment and retention while also maintaining fiscal discipline. Our pension system is currently approximately 80% funded, which requires continued careful oversight to protect both employees and taxpayers. I am proud to have earned the endorsement of Hillsborough County Sheriff Chad Chronister, reflecting confidence in my commitment to public safety and responsible leadership.
How do you balance growth with preserving neighborhood character?
Growth requires careful, consistent oversight. I support thoughtful review of development proposals to ensure infrastructure, roads, utilities, and stormwater systems are properly addressed. The city’s Comprehensive Plan update is currently in progress, and that process plays an important role in guiding long-term decisions. Planning should be transparent and fiscally responsible. While growth brings opportunity, it must be managed in a way that protects quality of life and reflects the standards residents expect. Responsible leadership means asking the right questions and making informed, long-term decisions.
Why should voters choose you over opponents?
The decisions made by our City Commission directly impact our quality of life — from public safety and taxes to infrastructure and growth. These responsibilities require experience, judgment, and a deep understanding of our community. I offer decades of leadership experience and long-standing roots in Plant City. City government should be about steady, independent leadership — not partisan politics or learning on the job. I am prepared to serve effectively from day one and focused solely on what is best for Plant City’s future.
