Discussins and votes set for November 10.
On October 27, at 6:00 p.m., Vice Mayor Jason Jones called to order the Regular Meeting of the City Commission. City Commissioner Mary Mathis, City Commissioner Mike Sparkman, City Commissioner Bill Dodson, City Attorney Kenneth Buchman, City Clerk Kerri Miller, and City Manager Bill McDaniel were present for the meeting. Joe Carter, pastor of Church on the Rock, gave the invocation. The assembly followed with the Pledge of Allegiance to the Flag.
City Commissioners presented a proclamation recognizing October 2025 as “Safe Sleep Awareness Month in Plant City.” The proclamation read, in part:
“….the City of Plant City and the Children’ s Board of Hillsborough County are committed to ensuring the health, safety, and well-being of all children and families in our community; and WHEREAS, sleep-related infant deaths remain one of the leading causes of 100% preventable death for infants under the age of one, and these tragedies are often linked to unsafe sleep environments….October is nationally recognized as Safe Sleep Awareness Month, a time to increase awareness of the importance of placing infants alone on their backs, and in a safety-approved crib with no blankets, pillows, toys, or bumpers….we encourage all residents, healthcare providers, childcare professionals, and community organizations to join us in promoting safe sleep practices and supporting the well-being of the City of Plant City infants and families.”
During the time the floor was open for public comments, no citizens spoke.
Among the routine items on the consent agenda were the following:
25-484 – A resolution approving an interlocal funding agreement between Hillsborough County and the city for the administration of HUD’s Community Development Block Grant (CDBG) Program. Plant City will get $367,152. The money will be used for drainage, road, and sidewalk improvements on Woodrow Wilson St.
25-502 – A resolution rescinding Sections 1 and 2 of Resolution No. 176-2023 relating to the ground lease agreement with Wheeler Street Station, LLC. Wheeler Street Station, LLC is currently revising its site plan and no longer needs the ground lease approved.
City Manager Bill McDaniel brought a long list of items for commission votes:
25-510 – A resolution authorizing the City Manager to execute an agreement with EPR Fireworks under the Hillsborough County Fire Rescue contract to create a comprehensive technology platform that supports all aspects of fire rescue operations. The system would allow programming capabilities to create a platform with comprehensive support of all aspects of Fire Rescue operations. The aim in making the change would be to improve efficiency, reduce redundancy, and enhance operational readiness. The first-year cost is $29,658 with a total three-year cost of $85,313.
25-341, 301, 360, 358 – Resolutions grouped together authorizing the City Manager to accept the Energy Efficiency and Conservation Grant voucher from the U.S. Department of Energy for the conversion of existing field lighting to energy-efficient LEDs. The grant is for $76,400. After using the grant money, another $203,600 would come from Community Resource Agency funds, since the MLK Recreation Complex is located within CRA boundaries. Long term, changing to LEDs will save the city money in maintenance and material.
25-500 – A resolution authorizing the City Manager to execute a contract with Himes Electric, Inc., for sports field lighting maintenance under Hillsborough County contract No. ITB-24-24467. Annual use is approximately $55,000.
25-493 – A resolution authorizing the City Manager to execute a construction work order with Killebrew, Inc., for a sewer manhole rehabilitation project within the utility easement at 1650 Alumax Circle. The manhole is critically deteriorated and is allowing debris and stormwater runoff to enter the City’s sanitary sewer collection system, which is a risk to the system’s integrity and efficiency. The work would rehabilitate the manhole structure, install a new ring and cover, and grade around it. The estimated construction cost for this work is $85,566.
25-498 – A resolution approving an amendment to the janitorial services agreement with NET Facility Services, LLC.
25-403 – The City Clerk brought a resolution for appointing members to the Historic Resources Board. The terms of three current members are expiring November 1. Shelby Bender and Bennie Lubrano sought reappointment. Marsha Passmore communicated that she will serve if needed, but if there is a qualified applicant who wants to serve on the Board, she will step down to give that person an opportunity to take part. After review of applications, city commissioners chose John Fontana to replace Passmore, and to reappoint Bender and Lubrano.
During the time in the agenda for City Commissioners to speak, Bill Dodson said he saw the good work FDOT has done to resurface the portion of N. Park Rd. it is responsible for. But he noticed no work had been done recently, and queried the City Manager about when Hillsborough County would begin working on the section of the road it is responsible for. The City Manager responded FDOT still has some sections to coat, and are building new medians near I-4. Also, Hillsborough County has not yet completed the design phase of the project, and anticipates that it will be finished in December. Since the design would not be completed until then, the county work likely will not be completed until well into the first quarter of 2026.
The remainder of the meeting focused on agreeing on hearing dates.
25-504 – A resolution setting a legislative public hearing on an ordinance approving map amendment PC/CPA 22-12 located on the east side of Wilder Rd., north of Frontage Rd.
25-486 – A resolution setting a quasi-judicial public hearing on an ordinance to modify the North Frontage Commerce Center Planned Development District, adding and rezoning 9.18 acres located at the northeast corner of Wilder Rd. and N. Frontage Rd. (PB-2024-38).
25-505 – A resolution setting a legislative public hearing on an ordinance approving map amendment PC/CPA 22-11, located north of N. Frontage Rd., east of N. Wilder Rd., south of Mayday Dr., and west of Charlie Taylor Rd.
25-487 – A resolution setting a quasi-judicial public hearing on an ordinance to rezone .58 acres from Hillsborough County Agricultural Single-Family Conventional-1 (ASC-1) to the North Frontage Trauner Center Planned Development District located on the north side of N. Frontage Rd., east of N. Wilder Rd. and west of Ellis Rd.
25-506 – A resolution setting a legislative public hearing on an ordinance approving map amendment PC/CPA 24-05 located south of Sam Allen Road, on the west side of Wilder Road.
25-507 – A resolution setting a quasi-judicial public hearing on an ordinance to rezone approximately 10.6 acres from Hillsborough County AS-1 to the Plant City Medical Complex Planned Development District located on the west side of Wilder Rd., south of Sam Allen Rd. (PB-2025-09).
25-501 – A resolution setting a legislative public hearing to annex 14 parcels totaling 145.87 acres – ANX-2024-15, ANX-2025-01, ANX-2025-04, & ANX2025-05. Two parcels are 14.3 acres at the northeast corner of W. Trapnell Rd. and Webber Rd designated for residential development. Two of the parcels are on the east side of Paul Buchman Hwy., south of E. Hunter Rd., and the intended use would be incorporation into the Stalwart Business Park Planned Development District. Four parcels totaling 21.77 acres are located on the north side of U.S. Hwy. 92, east of Son Keen Rd. and west of Greenway Dr. The intended annexation is to redevelop and modernize the existing mobile home park on the property and connect it to public utilities.
All resolutions passed with 4-0 votes. Hearings were set for November 10, with the exception of 25-501, which will be december 8.
